Do you accept non-citizen applicants?
Applications are considered without regard to residency, citizenship, or visa status. All applicants must meet the same criteria.

It does not look like Georgetown is very financial-aid friendly for international students. Their website suggests that no aid is available to international students. I would check with their office if I were applying.

Accepted applicants who are not citizens of the United States must submit the Georgetown University Immigration Questionnaire (Student Financial Certification Form) to the Office of International Student Services. The form will be furnished to accepted applicants in the spring of 2012. With certain exceptions, non-immigrants applying for admission to the United States must hold valid entry visas. F-1 visas are for individuals intending to enter the United States for the purpose of pursuing a full course of study.

In conjunction with the submission of the Questionnaire, U.S. Department of Homeland Security regulations require Georgetown University to obtain certification that applicants requesting F-1 visas have adequate financial resources to provide for their expenses without resorting to unauthorized employment. Supporting documentation must accompany the form.
